PSA does not.
PSA management could "delay" a flow, but had to make it up by the end of the year. Only happened for 2 months, about 2 years ago. A couple fewer pilots flowed in the summer months, but they extras flowed during the fall. They haven't done it since and we were "whole" for the year in flows.
