Yes. It's "credit or better." Credit is derived from some formula based on actual historical block, supposedly. I've seen it rarely be above block, but it's generally a few minutes below block. Occasionally well below block. You still get paid at least what you fly, but instead of the minimum being what UAL/DAL/AA/Alaska advertise, it's some somewhat smaller amount.
To add onto that, company is getting block or better from my understanding. So company is getting paid to pay you for 1.5 hours, but you're only getting a historical credit of 1.3. Company pockets the rest. TFAYD
