AAG certainly isn't going to object to Envoy management not raising pay if they feel like they don't need to. The approval has been made though for when and if Envoy decides to act. While Envoy and the other 2 guys are obviously owned by AAG and receive support from AAG, they are still ultimately their own companies and operate how they see fit. Envoy gets cash from AAG and they get a flight file from AAG. It's up to Envoy management to determine how to implement both.
