The company will hire PICs and SICs at all bases over the course of the year (except maybe Portland- those guys don't seem to turn over much). At smaller bases like BWI, ATL, and LAX it may be several months between new hires- pilots are typically hired only when there is an opening to fill. But DFW and DEN are nearly always looking for new pilots.
This is mostly true about Portland, but there was recently a pretty dramatic turnover as a few FOs were eligible for upgrade or upgraded, plus half of the captains left in January (basically after the year contract ended).
