The SOP does not call for deicing unless the snow is greater than light snow, and adhering to the aircraft. A light, dry snow does not adhere to a cold surface, so they could have been both legal, and safe to depart without deicing, per the SOP.**
Are you suggesting that people should not follow SOP? ALPA says follow SOP.
(**Disclaimer - We know nothing about the particulars of the situation that could make this example a good or bad decision. I'm just saying that there are situations where not deicing in light snow is okay, according to our deicing procedures.)
