RCC is only valid at the time it was done. In heavy snow conditions change rapidly. I have seen runways called bare and wet covered in snow.
So what we are to read from that comment is that despite planes landing ahead of you reporting good braking, and planes approaching to land behind you and not diverting, YOU would have the foresight to know that the runway conditions may have changed enough that you would divert to the alternate.
