This is because they know that the pilot group is impotent. Name me one thing that the entire group would do to get them thinking of making changes?
They've succeeded in instilling a temporary view in the pilots of their time with the company aka just suck it up until you can leave. Hell if guys just stopped picking up overtime it would put them in a bind (look a Spirit) but our group would never do that... too many dudes looking out for #1.
