This is why we have an SSP/EtD/DGI, Delta can't legally prevent you from applying to another position within the company, that you are qualified for. Meaning, without these programs in place, Delta would have to interview all of us first, before they could interview OTS candidates. That's the reason every wholly-owned in history had an employment agreement with the parent company, except Comair, which was involved in a legal dispute.
