See that's the (former) beauty of being able to pick up and get paid for it anytime... you didn't have to commit to being at work for 16-17 days a month, just for the "privilege" of being able to pick up that odd trip every now and then. Worked good for 30 years.
Our lines suck enough already. Why would anyone commit to more suck, on the chance something good would show up on the fewer days off you hav due to a higher bid line value?
With PBS, the higher line value you bid the greater,the likelihood of lesser quality... Constraints and all that you know.
No you can't just trade vacation either. Doesn't quite work that way in practice.
I agree the old system pre pbs was a much better deal. You CAN move vacation days around in that month to any awarded day off, I did 16 days off in a vacation month with 105 hrs of credit. Still had a 8 day off block.
