No, what you are straight up saying is United HR didn't offer employment to people that made it clear that other life issues took priority over a multimillion dollar career at United Airlines.

While on furlough I flew with a lot of American expats that wanted to know the "secret" to getting hired at United. It's simple, you have to set yourself apart from the pack to get noticed (job fair, CP meet and greet, etc) and then also be somewhat lucky. Of all the people I offered CP meet and greets, exactly 0 has made an effort to attend one. Always an excuse: I don't think I could get time off, we're traveling, oh I think we will have family visiting then, etc. Then later I get the random text message "hey, my app has been in a year already.....why hasn't United called me?" If someone can't make time to set themselves up for success why should United HR even give them the time of day?
