If you live in Norfolk and want to stay there, come to PSA. It will likely remain junior. It is NOT commutable like DCA, so less incentive for others to go there. As a result, the seniority required to hold CA there will not increase very much.
It also is not between the midwest, eastern, and Ohio Valley areas like DAY or CVG, so fewer places (directions) to draw commuters from.
I'm usually not a "Come to PSA!" cheerleader, but for someone in or around ORF it makes sense--both for FOs and those looking at an immediate or quick upgrade.
