It was definitely a reason but just one of many reasons. Another reason is quite a few of the LOA 65 pickups were handled completely outside of existing contract language. For example. pilots were negotiating there own credit. Some pilots that were legal were told no while others were able to pickup AFTER that pilot was denied. Yet another reason was the intent of the language was never to bypass the vja/ja process. It was creating several disputes and the problem was they were all meritless due to the "at crew scheduling discretion" language.
