Halfway between ORD and either DAY or CVG. Envoy wants prior 121 time and I'm not particularly enamored with either SKW or RAH. C5 has some good things going despite the commute to EWR but it's also hard to argue against the relatively easier commute to DAY/CVG. The flow, albeit 7+ yrs out (if real) seems like a great thing to have as a backup, plus being able to hold a line quickly out of IOE in DAY/CVG.

What turns you down about RAH? Judging from your location you live close to at least 3 RAH bases (IND, CMH, ORD). Their hourly rates are better than PSA, they have better reserve rules, the uniform is free (they payroll debut for the poisonous one you get at psa), CA upgrades are around 3 years or less, and you won't be forced into that seat and subsequently forced to another base, like you will at psa.
You keep mentioning flow.... it is a carrot, highly doubt you will need it within the next 3 years once you get some experience. There are close to 1800 pilots ahead of you here that have that same flow. I would let that count towards next to nothing for your reason to choose PSA.
Not trying to talk you out of PSA, but you should do some research on our work rules, in particular reserve. Our relationship with our union, and management, and what will most certainly affect ones qol, our schedule. No one here know's for sure what is going to happen to our scheduling system. There are many posts here that you can find relating to our SAP and people's experience with it. Lasty, compare our compensation to the other guys, our pay for CA is underwhelming, particularly if you are forced to be on reserve for any long period of time.
My experience with psa has been largely a good one, but things are changing here, and I see some bumps in the road if things don't improve.
