This is exactly how I explain why JetBlue botches IROPs and can’t run on time. They refuse to volunteer the fact that maybe they are the problem.
No one in upper management will own that they have a problem. That's why we have middle managers: easier to blame.
The ELT won't be held responsible for any group except the BOD. This is why a separate and strong BOD is so important.
