Rare for a pilot group to block a merger, usually they come to some sort of compromise (although it's possible that some potential mergers were never attempted due to such contract issues).
They would be fools to give up all their scope to allow a merger to complete. And the formerly widespread Alaska battlecry of "scope doesn't matter" isn't going to work on them.
