A bunch don't like to list until late (E-Bay syndrome) that way they can decide whether to blow an S-2 if it is tight.
If it is mainline A/C you go first, some supervisory DS have priority.
I hate when people do it to me, but I do it to them.
But yeah, the list will be sorted out correctly once people check in.
