In my opinion short call is not a big deal. They have to give you a min of 10 hours notice to report. Add the unofficial 2 hour call out and it is effectively the same as a trip assignment. I've never been notified less than 18 hours.

This statement is incorrect about short call. Here is the verbage from the contract:
b. must be promptly available for contact by Crew Scheduling during his short call period until the earlier of:
1) the end of the short call period, or
2) his departure to report for an awarded/assigned rotation.
promptly available has a precedence set at 2-3 hours or based on traffic. Now in the international categories people game the system since they know when all the departures are gone, however if crew scheduling calls you, while on short call, at 0900 and tells you that you have a 1200 report then you had better be able to make it.
the 24 hour international short call is what is keeping a lot of more senior guys off the equipment in NYC. That and Lagosl, Nigeria.
