I'm not sure about what you're proposing. What you can do is APD and then put a PB day on top of the APD to get TOFF instead of APD on your schedule. You'll get paid and you'll be eligible for premium flying if you desire.
If you have available vacation days why not IVD in the 1st place, exact same rules as the APD and processed
before the APD making it a higher priority drop.
