At least it was and it came out of some BS 8-10 yrs back. 2hr short call is to report time which is an hour before departure. With the exception of comfort level on probation there is no requirement to consider local traffic. 100 miles on an empty highway with 2 hrs is a no brainer. Traffic, that is Brad and Bens problem not yours.
