Airlines can definitely train you before they get the PRIA data, and they might even be able to let you fly the line. Airlines are required by law to request PRIA data, but they are not actually required to wait for it in all cases (Good Faith Exemption). Some might prefer to wait, understandably, but I doubt many would cancel flights while waiting for the fed to get it's poop together.
