Because the company can, and the union can't do anything about it. The company has X pilots it has to build a schedule for. It will build 75 hour lines til it runs out of flying. Everyone else will get a min day off reserve line because there is nothing stopping the company from doing that. Then they set the reserve grid red because they can and they get maximum coverage 'just in case' and there's nothing the union can contractually do.
Sure the company COULD build 65 hour credit lines to increase the number of line holders and make a more reasonable reserve ratio. Sure the company COULD build reserve lines with more than the minimum days off.... they won't and they won't and currently there's nothing the union can do to change that. Maybe we could get staffing control for a 50% paycut and no open time pick ups. Or maybe that won't even be enough.
