Not arguing that one bit. Correct me if I’m wrong, but I believe the discussion was to have pilots correct each other when they find someone making unnecessary (and frustrating) comments on guard. Making operationally advantageous or emergency declarations on that frequency is what it shall be used for. If a pilot you are flying with is using guard in a manner unbecoming of a professional, you (as an aviation professional) should be able to call it to their attention and suggest a corrective action.
