There is still a big difference between starting at 7 AM or starting at 9 PM, so (for me) even if I don't have to stagger the credit, I would still stagger by TAFB or check-in, and check-out. So basically there are a couple of ways to accomplish what you want to do, Myabe a cascade like this:

Award pairings if average daily credit > 6:00 if pariing check in time is after 17:00 if pairing length =4

Award pairings if average daily credit > 5:30 if pariing check in time is after 17:00 if pairing length =4

Award pairings if average daily credit > 5:00 if pariing check in time is after 17:00 if pairing length =4

Award pairings if average daily credit > 4:59 if pariing check in time is after 17:00 if pairing length =4

Award pairings if average daily credit > 6:00 if pariing check in time is after 14:00 if pairing length =4
Award pairings if average daily credit > 5:30 if pariing check in time is after 14:00 if pairing length =4

Award pairings if average daily credit > 5:00 if pariing check in time is after 14:00 if pairing length =4

Award pairings if average daily credit > 4:59 if pariing check in time is after 14:00 if pairing length =4


and so on and so forth however you like. there are a few other ways to approach this (especially if we had the Redo from line feature) but this is probably the most straight forward non confusing way.

I have 60+ lines in my group. I've seen delta and jetblue guys with 120+ lines in their group, so don't worry.

It does suck if the time changes though, I wish navbblue had referential bidding. but it's ok we will make do!
