so while they will for sure do what you mention to an extent, there is a break even point whereby they have to artificially raise staffing to meet the nicolau award red/green numbers, at which point they're doing a disservice to themselves.
You are correct, I was making a general point that if you are on PBS without a set guarantee, the company can save money by making reserves work. At NK less so, because there are set limits on the amount of open time they can keep out of line building to later assign to reserves.
