Placing the 787 on the 767 routes would have been an inefficient use of capital. Then what do you do with the 767s sitting around? All of that would have cost $$. Furlough protections are worth the paper they are written on. The furloughees would have gotten their credit including retro.

I'm not saying the extension wasn't beneficial. It was a roll of the dice.
