Depends on the airline. Some, probably most of the better majors, have limits on outsourcing mainly to ensure quality, relevant training by people who know the system at that airline (vice some guy with a bunch of slowtation time reading from (and mostly ignoring) a script (which he doesn't agree with despite no 121 line experience).
