I just flew with a former SIA mainline First Officer. He was there for 11 years ( including time as a cadet ). He said he was between 10 months and three years away from upgrade. The time frame was vague because he is not Singaporean.

1000 Sectors means 1000 flights. I would be sure to check if that is total or just as Pilot Flying, but I think it is total. Local terms most probably means no housing allowance or other allowances that expats traditionally receive.
