Depending on where you are in FL the weather in the summer may slow you up more than you think. I lived in Tampa for a time and it seemed like every afternoon in the summer thunderstorms showed up. I figure that's not universally the case in the state, but just something to think about as you make your choice.
Overall, I'd choose FL over MI any day of the week.
