With DL, the scoring in question is a manual review of apps which the COMPUTER has floated to the top, and once scored you have to wait a year before being eligible to get scored again. That's just to save manpower by not looking at apps that haven't changed much since last month.
If you're competitive for DL, definitely have your app pristine in case it gets looked at. If you're just throwing an app in to show long-term interest and are not really competitive, it won't hurt you because the computer will look at your app any time they do reviews. If it's not pulled to be scored manually, then there's no penalty or delay next time.
But if you're going to have a buddy get your app scored, plan that one carefully. Your app needs to be pristine, and you might want to delay a few months if you're about to check a significant box in the near future (masters, new type, upgrade, LCA, etc). If you pull the trigger now, you won't be able to do it again for a year.
