My guess is if there's time, the company will let trips sit in open time for as long as they can to see how many jackballs will pick up straight pay trips. Then they'll turn it into premium which will allow them to pay less than VDAs. My guess is most of the time, trips in open time never get past the premium open time. VDAs go the way of the dinasaur.
