Because you cannot be hired with 200 hrs anymore. The 1500 hr rule created a synthetic shortage, and as Mesabah mentioned - the rates are still lower than they were.
Repeat after me - there is NO pilot shortage. There is now and will always be more pilots than DESIRABLE jobs.
