If I picked up a GS through ARCOS and then an hour later got an IA call that would conflict with that GS are they obligated to give me the conflict?

How do conflict IA's and GS's go out? Do they specifically have to say it's a conflict or is it still a standard IA/GS that you just know has a conflict?
