Basically, yes. The CAAS (FAA/CAA) just changed their policy on ATPL. It used to be they only recognized an ATPL if you were a Capt and hired as a Capt. So, as a FO you had to sit the entire exam program (11+). That's changed now, however, it seems to be on a case by case basis. If you have an ATPL from the US, UK, OZ, NZ, Canada, JAR there is really no worry. But, if you have one from another country such as the Mexico, they will not recognize the ATPL unless you're hired as a Capt and have the 3000+ hours PIC.

As for the 500 sectors, I would plan on 4-5 years.
