Have you talked to your UAL buddies about it? I believe that this has very specific language that mostly impacts international guys. If I understand it correctly, it's only applicable on duty periods with one leg. EG...DTW-ATH but not DTW-ATL-ORD-ATL. An example was given...crew signs in for DTW-AMS but mx just found an issue and it's going to be hours before it's fixed. They would get 5 hours of pay if they extend their duty day to wait around for it to be fixed then fly the leg into an extension. Bottom line, their rules wouldn't impact a vast majority of our extensions, and I wouldn't want to entice guys to extend because of the money...because they will. Along the same lines, I hope we never have the ability to sell our vacation (any more than we already can).
After further evaluation you are absolutely correct. I agree that pursuing premium pay for domestic extensions would present a safety issue.
