I don't think it was so much lack of money at the banks, it was the high risk of issuing $100K+ loan so someone who would use it to qualify for a $20K/year job with no clear timeline for career progression and ability to repay said loan. That still stands as far as I know, need collateral or co-signer today, which was not the case prior to 2008.
