The company has some latitude on how and when to offer BES to new hires.

The pilot contract requires that all open positions must first be offered to active line pilots. Beyond that, the company will consider the most pressing staffing needs and training capacity. It doesn’t appear to be linear in that oldest vacancies are offered first.
