As someone who was in one of the last groups to go through the 737 program as a new hire I would say yes. During training we were told that on any given day there were anywhere from 20-30 instructors on reserve and sim time was not much of a problem. In fact, the later in the day periods were not being used. The throughput is there in my opinion, they are just waiting for the MAX to come back.
