I was asking more about:

“For “Section 8-C-4-a” categories, the Company may make secondary awards, over and above the number of advertised primary vacancies for the category, in order to meet training needs.”

I was curious when this happens. Because when there are laterals now they might issue a larger vacancy on the final to fill the training slots since lateral base to base within category and class don’t cause the training slot to be utilized.

I see the secondary’s on each snapshot, but I’m not sure when they do the above 8-C-4-a adjustment. After taking some time today, I think it must just be on the final.
