ADG optimizer already has shown that 3-5 day trips are the preferred way to make trips cheaper. By incentivizing, partially, shorter trips some of the legs that make longer trips uncommutable would help reduce that issue.
It isn’t necessarily a fool proof plan but like I said an intriguing way to potentially combat the optimizer.
I also don’t understand the push back with some of the ideas thrown out, the first threat is always “it’ll make everything not commutable” the optimizer has already done a pretty good job of doing just that. Unfortunately there is not a lot of incentive to build commutable trips to begin with, hence the difficulty.
