Just playing devil’s advocate, but one could argue that allowing a few more big rj’s, however placing a low cap on the total number of allowed regional planes (not just jets) could meet that definition. The company could say that they got some more planes, and ALPA could say that they had enhanced scope by slashing the number of allowable rj’s and forcing the flying to mainline.
