Its absolutely by design. The nonsense lie that "New Yorkers like to leave early and get back late!" as a reason for abysmal, QOL shredding pairing construction is a flat out lie. There's departures and arrivals by the minute so that myth is completely debunked except for a very few markets that are mainline first and last and RJ's in between. But even those are overshadowed by constant mainline arrivals and departures regularly in like equipment.

All domestic is going that way because it maximises your footprint at work for RR's and defacto standby hot reserve status for the same credit time. Rarely it may trigger trip credit but usually doesn't, and even when it does its still worth it to have free ready room reserve RR fodder everywhere all the time.

It also makes you tired over time and reduces your time at home, commuter or not. And please tell us how the fake local 3+ hour drive commuters aren't effected by their 2AM wakeups because they totally got 8 hours of REM.

This kind of pairing construction has been a long work in progress to make pennies at any cost and pilot QOL isn't even a concern.
