The RR doesn't need to be at the aircraft in 5 minutes. The RR has to be within 5 minutes of the RR room, or have his luggage with him. This means an RR could sit in the RR room at IAD all day, and then take the shuttle over to the A gates, and he is still fine according to the contract. It could take 10-20 minutes depending on the shuttle's position at the time of the call, and he's still fine because he was doing exactly what he was supposed to be doing.
Correct. Basically just be a responsible adult and at the airport ready to go if they call. Personally I enjoyed ready, I'd sleep through most of it and when I got bored of Netflix I'd go get my steps in. If I lived in base I'd probably still bid it.
