Does QX have a Manager that’s a current and qualified CA on the Q400? I can’t imagine how that conversation would go when a Jumpseating manager is telling a crew how to fly an airplane they can’t even complete training in. Sounds like superb CRM.
No. Both the VP of Flight Ops and the Chief Pilot are Alaska pilots (how this is legal, I don't know). The chief pilot was typed in the e175, but that's it. Neither are typed on the Q, and neither have ever flown a Horizon aircraft (they would have to give up their AS seniority numbers).
Horizon is probably one of the safest airlines out there, i don't know what JH's deal is.
It's true about the FOQA program, every gatekeeper quit when JH demanded all information be turned over to management so they could go after individual pilots.
