I think this is the correct interpretation. I have heard they are so backed up the -9 training guys are getting 1-2 weeks off in the middle of training. I think the -9 is going to be well staffed soon, and they will have no choice but to put new hires in the 320. That, of course, will require them to lift the seat locks on the recall pilots.
