They are required by several different countries/airport authorities. My guess it was a call by our legal department, first pilot that gets hit by a tug, lawyer “Why wasn’t my client provided with a neon vest for his walk around on that rainy dark night?” This is the US after all, it’s about shifting liability to another party.
I get the foreign countries, it’s been that way for a long time....vest was provided at the location. It wasn’t the legal department, it was one guy on a personal campaign.
