I can’t answer any of your questions. But before FAR 117, it was a lot easier to manipulate your schedule because a 24 hour break was all that was required for rest. So most layovers counted. I once asked for 3 weekends off in April (09). PBS gave me 2 of the weekends off but I worked 12 days straight. I got my rest in TXL, IST, and VCE. With the 30 hour requirement, I don’t know.
