The FO seat lock will only be waived when contractually REQUIRED to be waived. Contractually it must be waived to allow any FO (who was hired previous to the CVG base being available to bid) to be able to bid for a new base option that is only available on another aircraft. Anyone hired today on the 200 will be able to bid for the 900 in CVG in 18 months.
