Of course they need more staffing for the 145s. They do more cycles for the same number of hours, and any time you touch the ground there's a greatly increased chance for issues.
I'd still say that what they do is overkill. People in my class who got 175 Chicago were off reserve the next month after IOE - some of the 145 guys were still on reserve after bidding to Dallas, 16 months later.
