Last CA I flew with had it on his iPad (and no, it wasn't a loaner or recently replaced one). I'd guess the issue has to do with the MDM (big brother) problems that came about with iOS 13. My iPad still won't update to the latest allowed software because MDM problems, and I don't have ETHOS either, whether it's related or not.
