Agreed, but IAH and MCI are, comparatively-speaking, niche bases. Lots of commuters from places farther west. I'm most familiar with IAH because I'm based there, but there are more than a handful of FOs who won't upgrade until they can hold IAH, and a handful more who seem content to ride their seniority and not upgrade period. And with no vacancies on the CA side posted for the last 4 months, it's stagnant on the FO side, too.
For every FO that forgoes upgrade for QOL (although I have to question that decision with the big pay jump) there are at least two that takes first avaliable. Point is the prospective hire that you give misinformation to by saying there is a 18 month reserve time at MCI may only see 2 or 3 when they get there.
